People’s Forum for Land Rights

we are organizing a People’s Forum for Land Rights on 11th of February 2016. On 11th of February the cabinet decision of releasing Paanama land back to the community completes one year, but the people are yet to get their land back. While there are some progresses in other cases of acquired land (Sampur, Valikamam, etc) large number of people are still remain displaced and new threats of displacements are also emerging. This forum will bring communities of Paanama, Sampur, Kalpitiya, Mullikulam, Valikamam North, Irudeniyaya, Monaragala and people who will be affected by Port City project to force the Government in implementing its promises of giving the land back to their owners. During the Forum communities will reveal their current situation. PARL will also hand over its proposals for constitution in ensuring people’s right to their land to the constitutional reforms committee. The Assembly will follow with a protest march. On 11th morning the Organization for the Protection of Paanama patthuwa (community organization in Paanama) will lodge a complaint to the Human Right Commission about the delay in implementing the cabinet decision. Nelaveli boat operators afftect by the southern tourism boat operators

A worksahop was conducted on 19th Jan 2016 at Valaiuttru Rural Development Society hall in Trincomalee in the east coast of Sri Lanka.fisher folks and boat operators (Transport tourists to Pigeon Island from Nilaveli). The Nilaveli boat tour operators say that they are engaging in boat tour in six months in a year.meanwhile the southern boat tour operators also come and engaging in the boat tour an it is really effect the villagers income. at the same time the southern boat tour operators are destroying the corals in the pigeon Island and tourist are working on the corals with shoes . it is really harmful for the sustainable tourism. At the same time fisher falks told that they are not allowed to cross the beach areas where some hotels are located. hoteliers dislikes the presence of the fisher folks beach side in front of the hotel. so they is no co existence between the locals and hoteliers.

Panama People met Minister Daya Gamage

A team of Panama people met Daya Gamage Minister of Primary Industry on 11th January 2016 and discussed about their issue. MR.Daya Gamage said that Ragamvila and Sasthrawela Land will be handed over to people but he did not mention when will be handed over. Meanwhile there are some investors are seeking lands in Panama to invest on Tourism. people told as a first phase 36 families will have to receive their land in Ragamvila. 75 families from Sasthrawela will recieve in the second phase. but Now the people of Panama say they heard a news from a government institute officer that the government is planning to provide half acre land for 75 families who were in Sasthrawela and the Land also not in the Sea side. sea side will be taken for the tourism investment. Therefore Panama people have lost their faith on good governance government and people will take action soon to get their own land through people's power.

Mullikkulam handed over the petition to the GA on releasing their land

Mullikkulam people handed over the petition to the DS and demand for their land. முசலி பிரதேச செயலாளர் பிரிவுக்குற்பட்ட முள்ளிக்குளம் கிராம மக்கள் தம்மை மீண்டும் தமது சொந்த இடத்தில் குடியேற்றம் செய்யுமாறு கோரி இன்று காலை மன்னார் மாவட்ட அரசாங்க அதிபர் எம்.வை.எஸ்.தேசப்பிரிய அவர்களிடம் மகஜர் ஒன்றை கையளித்தனர். மன்னார் மாவட்ட தேசிய மீனவ ஒத்துழைப்பு பேரவையின் ஏற்பாட்டில் முள்ளிக்குளம் கிராம அபிவிருத்திச்சங்கம், முள்ளிக்குளம் மீனவ சங்கம், முள்ளிக்குளம் பங்குத்தந்தை அருட்தந்தை எஸ்.ஏ.தவராஜ் ஆகியோர் இணைந்து மன்னார் மாவட்ட அரசாங்க அதிபர் எம்.வை.எஸ்.தேசப்பிரிய அவர்களிடம் மகஜர் கையளித்தனர். மகஜர் கையளித்ததன் பின் முள்ளிக்குளம் பங்குத்தந்தை அருட்தந்தை எஸ்.ஏ.தவராஜ் ஊடகங்களுக்கு கருத்து தெரிவிக்கையில், முள்ளிக்குளம் மக்களின் துயரங்களை நாளாந்தம் நான் கண்டு கொள்ளக்கூடியதாக உள்ளது. புதிய அரசாங்கம் முள்ளிக்குளம் கிராம மக்களுக்கு ஒரு விடிவை கொடுக்கும் என நாங்கள் எதிர்பார்க்கின்றோம். முள்ளிக்குளத்தில் மக்களின் காணிகளில் கடற்படையினர் உள்ள நிலையில் குறித்த காணிகள் உடன் விடுவிக்கப்பட வேண்டும் என மன்னார் மறைமாவட்ட ஆயர் இராயப்பு ஜோசேப்பு ஆண்டகை அவர்கள் பல்வேறு முயற்சிகளை எடுத்தார். மக்களை எவ்வாறாவது அவர்களின் சொந்த மண்ணில் குடியேற்ற வேண்டும் என்ற சிந்தனையோடு செயற்பட்டு வந்தார். இந்த மக்களின் எண்ணம், சிந்தனை, ஆர்வம், ஆசை, எதிர்கால கனவு ஆகிய அனைந்தும் தமது சொந்த இடத்தில் குடியேறி வாழ்வதாகவே காணப்படுகின்றது. இவ்விடயம் தொடர்பில் நாங்கள் பல்வேறு தரப்பினருக்கு பல வகையிலும் அழுத்தங்களை கொடுத்த போதிலும் இது வரை முள்ளிக்குளம் கிராம மக்களுக்கு எவ்வித பலனும் கிடைக்கவில்லை. தற்போது அரசாங்கம் சிறு பகுதியை விடுவதாக ஒத்துக் கொண்டாலும் அந்த பகுதிகள் இது வரை விடுபடவில்லை. அப்பகுதியில் சுமார் 150 ஏக்கர் காட்டுப்பகுதியை விடுவிப்பதாக அறிவித்துள்ளனர்.அந்த காட்டுப்பகுதியினுள் கடற்படையினரின் நடவடிக்கைகளும் இடம் பெற்று வருகின்றமை கவலைக்குரிய விடயம். எடுக்கப்பட்டுள்ள இவ்விடயத்திற்கு நன்றி கூறுகின்றோம்.ஆனால் எமது மக்கள் அன்று முதல் இன்று வரை கேட்டுக்கொள்வது என்ன என்றால் ஆயருடைய நிலப்பகுதியான 53 ஏக்கரையும், அதற்கு பின் உள்ள பகுதிகளும் விடுவிக்கப்பட வேண்டும் என்று. இதன் போது மக்கள் மகிழ்ச்சியாகவும் சந்தோசமாகவும் தமது வாழ்வை வாழ்வார்கள் என்பதில் எவ்வித சந்தேகமும் இல்லை. ஏற்கனவே குறிப்பிட்டது போன்று 275 வருடங்களுக்கு மேலான ஒரு பழமை வாய்ந்த ஒரு கிராமமாக காணப்படுகின்றது. அக்கிராமத்தில் 300 இற்கும் மேற்பட்ட குடும்பங்கள் வசித்து வருகின்றனர். ஆனால் இன்று மிகவும் சொற்பமான குடும்பங்களே வசித்து வருகின்றனர். ஏனைய மக்கள் பல்வேறு இடங்களில் அகதிகளாக இருக்கின்றனர்.குறிப்பாக மன்னார் மாவட்டத்தின் பல பகுதிகளிலும், இந்தியாவிலும் அகதிகளாக வசித்து வருகின்றனர். அந்த மக்கள் தமது சொந்த இடங்களுக்கு மீண்டும் போகலாம் என்று இன்று வரை எதிர்பார்த்துக் கொண்டிருக்கும் அவல நிலையை காணலாம். தற்காலிகமாக முள்ளிக்குளம் கிராம மக்கள் வாழ்ந்து வரும் இடத்தில் இந்த மக்கள் பல்வேறு பிரச்சினைகளுக்கு முகம் கொடுத்து வருகின்றனர்.அச்சம்பவம் மிகவும் கவலையை ஏற்படுத்துகின்றது. அந்த மக்களின் வாழ்வாதாரம் பறிக்கப்பட்டுள்ளமை என்பது இதனூடாக மிகவும் தெழிவாக வெளிப்படுத்தப்படுகின்றது. அந்த மக்கள் மிகவும் சிறிய ஒரு தகர குடிசையிலே எவ்வித அடிப்படை வசதிகளும் இன்றி பாதுகாப்பற்ற நிலையில் வாழ்ந்து வருகின்றனர். காட்டு விலங்குகளின் தீண்டுதல் மற்றும் அச்சுறுத்தல்களின் மத்தியில் வாழ்ந்து வருகின்றனர்.மேலும் மின்சாரம் அற்ற நிலையில் பல்வேறு துயரத்துடன் வாழ்ந்து வருகின்றனர். எனவே இந்த மக்களின் எதிர்கால நலனை கருத்தில் கொண்டு புதிய அரசாங்கம் மக்களின் ஏக்கங்கள், மக்களின் விருப்பங்களை ஏற்றுக்கொண்டு அவற்றை நிறைவேற்றுவார்கள் என்று எமது உள்ள ஆதங்கங்களை வெளிப்படுத்துகின்றோம். மிக விரைவிலே முள்ளிக்குளம் கிராம மக்களுக்கு நல்ல முடிவு கிடைக்கும் என நாங்கள் எதிர் பார்க்கின்றோம். எமக்கான உரிமைகள் கிடைக்கும் வரை நாங்கள் தொடர்ந்தும் கவனயீர்ப்பு நடவடிக்கைகளை மேற்கொள்ளுவோம். அந்த மக்கள் எந்த விதத்திலும் நாட்டினுடைய பாதுகாப்பிற்கு பங்கம் விளைவிப்பவர்கள் அல்ல. ஏனைய இடங்கள் பல விடுவிக்கப்பட்டு குடியேற்றம் இடம் பெற்று வரும் நிலையில் எங்களின் இடங்களும் விடுவிக்கப்பட்டு எங்களுக்கு வேண்டும் என்ற நிலைப்பாட்டுடன் எங்களின் ஆதங்கங்களை வெளிப்படுத்துகின்றோம். எமது ஆயர் அவர்களும் மறைமாவட்ட குரு முதல்வர் ஆகியோர் இதற்காக தொடர்ந்தும் குரல் கொடுத்து வருகின்றனர். எமது முள்ளிக்குளம் கிராமத்தை பொறுத்தவரையில் நீர், நிலம், காட்டு போன்ற சகல வழங்களையும் கொண்டுள்ளது. ஆனால் இன்று இக்கிராம மக்கள் சாதாரண வேலைகளை கூட செய்ய முடியவில்லை. விவசாயம் அல்லது மீன்பிடி போன்றவற்றில் முழுமையாக ஈடுபட முடியாத நிலையில் உள்ளனர். எனவே புதிய அரசாங்கமாவது இக்கிராம மக்களின் நலனின் அக்கரை செலுத்தி அந்த மக்களின் அவர்களின் சொந்த இடங்களில் குடியமர்த்துவதற்கு முயற்சி எடுப்பார்கள் என்று எதிர் பார்த்து காத்திருக்கின்றோம். அந்த வகையிலே மன்னார் மாவட்ட தேசிய மீனவ ஒத்துழைப்பு பேரவையின் ஏற்பாட்டில் முள்ளிக்குளம் கிராம அபிவிருத்திச் சங்கம், முள்ளிக்குளம் மீனவ சங்கம், ஆகியவை இணைந்து மன்னார் மாவட்ட அரசாங்க அதிபருக்கு மகஜர் கையித்ததாக முள்ளிக்குளம் பங்குத்தந்தை அருட்தந்தை எஸ்.ஏ.தவராஜ் மேலும் தெரிவித்தார். Panama People protest to release their land

The Cabinet of Sri Lanka decided to release the Ragamvila village land which were occupied by the Air Force in the Eastern province of Sri Lanka. even if the decision made by the cabinet on 11th Feb 2015 , still the lands haven't been released or given to the people.therefore the Panama people protest and demand to release their land back. the protest was organized by the Panama Paththu protection organization on 20th May 2015. more than 100 people took part in the protest.

Panama people have organized a meeting in order to regain their land back. during the meeting they have decided to talk to more people in order to strengthen their campaign. still the cabinet decision did not impose therefore the people are ready to come to the street and cry out they want to go back their land.the the people expected to resettle within the 100 days program but still the people are in the same.
